REGULATIONS


Aims

 

➢ The ultimate aim of competitive junior rowers is to represent their country at the Open Baltic Cup regatta.

➢ To organize International Regatta for Juniors at a low-cost level.

➢ To organize high level junior’s regatta.

➢ Get ready for next year’s World Rowing Junior Championships, attract and exchange experience of young athletes.

➢ Connect young rowers using rowing sport having good emotions and fun.

➢ Focus on teamwork, inclusivity, commitment and realization of personal juniors’ ambitions.

 

 

REGULATIONS

  

   §1 Language

The official language of “Open Baltic Cup Regatta” is English.

  

   §2 Organization

“Open Baltic Cup” is organized by the Country’ Organizing Committee, in accordance with these

“Regulations” and guided by Baltic Cup Board members.

  

   §3 Participating countries

Since the beginning participants are from the countries located around the Baltic sea or nearby:

Belarus, Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Norway, Sweden, Russia and Poland.

Regatta called “Open” from 2020, so not listed countries are encouraged to apply sending a letter to

the Board or OC.


“Open Baltic Cup” Board grants countries’ application to take part on a guest basis i.e. without team

standing scores competing as individuals or taking part as the regular competitors. Final decision is

made by “Open Baltic Cup” Board members consulting OC and depends only on the technical aspects.

 

The host country may have up to two teams: “nation-1” and “nation-2”. The results of the team

“nation-2” would not be taken into official scoring however “2” crews would be awarded with medals

in case of winning.

  

   §4 Competitors

“Open Baltic Cup” Regatta is organized for junior boys and girls. Oldest competitors are 17 years old,

all competitors who have attained or will attain the age of 17 by the end of calendar year. Identity

and age check of the participants first must be done by Organizing Committee, secondly during the

event on request of Regatta Control commission representatives. All participants of the Regatta must

bring a copy of an ID or passport. It must be carried as always means of identification including

during racing and can be checked for security and safety reasons at any moment. There will also be

spot checks on the out-going and incoming pontoons.

  

   §5 Date of the Open Baltic Cup

“Open Baltic Cup” regatta is held last weekend of September (in some exceptional cases the date

could be shifted max. in two weeks). The host country is rotating every year. “Open Baltic Cup” Board

is responsible of setting an agreement with future Organizing Committees and announce Organizer

and date the latest one year before regatta. Regatta date cannot be changed after decision is already

have been taken and announced.

 

    §6 Composition of the team

Team consists of 13 rowers’ girls and 13 rowers’ boys.


Number of coaches or staff is not limited. Medical staff is more than welcome.

Other participants: 1 team manager and drivers (assume that transportation will be organized in the

cheapest way – by bus).


Competing countries are recommended send an International Umpire for assisting to Organizing

country. Organizing country announce terms and conditions for invited umpires.

 

   §7 Regatta events

Saturday (2000 meters)

Morning session – Preliminary heats or races for lanes. Afternoon session -finals.

Sunday (500 meters) Morning session – preliminary heats or races for lanes and finals.

   §8 Time schedule and progression system

The races should start Saturday and finish Sunday around noon in order to guarantee smooth and save transportation back home.

 

Saturday distance is 2000 meters. Preliminary heats are recommended to start at 9:00 with intervals of 5-10 min, meantime the finals at 14:00.

Sunday distance is 500 meters. Preliminary heats are recommended to start approx. at 08:00 with maximum intervals of 5 min. Sunday finals should start as soon as possible after heats, ensure early teams departure home.

 

“Open Baltic Cup” Regatta is held following FISA (World Rowing) rules of races, however progression system has some departures as follows:

In case of 7 boats in the event, 4 boats will row in the first heat, and 3 in the second. The last crew of each heat goes to final B. The final A would consist of 5 boats, meantime Final B will follow with 2.


When there are more than 7 boats in the event there will be 2 preliminary heats organized by draw. In this case the first 3 crews from each heat are qualifying for the final A; the remaining goes into final B.


When the number of boats in the event are 6 or less, races for lanes should be organized. All crews are allocated to heats by random draw.

If crew stops during the final race, then they will be placed the last in the final they had rowed and will get the respective points.

 

   §8 Team Managers Meeting and Draw

The Team managers meeting should be organized on Friday evening before “Open Baltic Cup” Regatta. All teams are requested to delegate a team manager to this meeting. Main topics during the Team manager meeting are as follow:

  • Introduction of OC key members.
  • Draw.
  • Regatta safety issues.
  • Opening ceremony and team manager’s reception info.
  • Another current regatta information.
  • Regatta improvements for the up-coming years.
  • “Open Baltic Cup” Future organizers.
  • Anything else.

Some extra meetings during regatta days could be organized on request.

 

   §9 Entries

Entries must be made on the Entry form, however e-registration via local timing provider is very appreciated as well. Entries deadline is approx. 1st September. All entries shall be made in accordance with the Open Baltic Cup regulations and OC instructions.

The organizing country may inquire for some other preliminary information concerning participation.

 

   §10 Opening ceremony

All participants are invited to take part in the opening ceremony. The opening ceremony is expected on Saturday morning, just before the preliminary heats. Opening ceremony is recommended to organize in very simple and quick way.

Teams are requested to meet in dedicated area then possible near the flag poles with competing countries – the members of “Open Baltic Cup” regatta. Flags of the host country and flag of “Open Baltic Cup” are pulled down and ready to rise during ceremony. OS is recommended prepare the competing countries tables.

Each team has one scull / oar with its national blade colors, meantime second person takes table with the name of the country.

The national anthem of the host country is played. In parallel the flag of the host country is raised on the flagpole. Competitors are welcomed with speeches:

  • one from OC;
  • one from Baltic Cup board member.

IX Beethoven Symphony “Ode for high spirits” is played around 50 sec. after last speech. In the same time “Open Baltic Cup” flag is raised.

Opening ceremony is finished with ringing Baltic Cup the bell and declaring opening of the regatta.

 

   §11 Victory ceremony and overall scoring

2000 m races.


The prize-winners of each final A will be awarded with gold, silver and bronze medals immediately after A final. Three prize-winners are awarded by medals immediately after A final. Athletes are welcome get out of the boats and stand on the Victory pontoon.

500 m races.


Three prize-winners are awarded by medals immediately after A final. Three prize-winners are awarded by medals immediately after A final. Three prize-winners are awarded by medals sitting in the boats due to time limit between races.


There is overall country scoring. Three prize winners are awarded by overall scoring Cups. A crew is obtaining points for participation in every event final B and A race.


A winning crew gets 12* points for national team. Hosting team No.2 gets no points.

Note! There is no matter how many crews competing in the event, the scoring starts from 12 points (dependent on numbers of competing countries) for the winner!

 

Three first Federations in overall scoring will be awarded by the Open Baltic Cups: I, II, III.

In case of equal points, the winner will be determined by the number of max. victories and possibly the number of second or third places etc.

In honor of the Founder of the Baltic Cup Regatta – Mr. Tomasz Waszczuk – a challenge cup was founded, which will be awarded to the winners during decoration ceremonies (in events: JW1x and JM1x for 500 m).

 

   §12 Closing ceremony

All participants are welcomed to attend the closing ceremony. After the last Final A race, three prize-winners are invited get out of the boats and stand on the Victory pontoon.


The total scoring for competing countries is announced to competing countries. Countries are awarded with Cups.


Board member thanks to the participants and announce next year regatta country – organizer. While playing IX Beethoven Symphony, “Open Baltic Cup” flag is pulled down and passed from the hands of OC member to Open Baltic Cup board member and from its hands to next year organizer hands.

   §13 National colors

The athletes should wear national team uniform and blades should be painted in official national colors.

 

   §14 Cost of accommodation

Accommodation costs included full board per person per day should not exceed:

➢ 105 EUR (for the year 2024);

Accommodation should be booked via OC no later than 2 months before regatta.

 

    §15 Transport

Each participating country is responsible for their transportation to the Baltic Cup Regatta and local logistics from/to accommodation place and the regatta course, social events etc.

  

   §16 Boats

Each country should use own boats, oars and sculls. The Regatta OC does not provide any boats however OC, may be able assist by suggesting possible contacts if requests are made in sufficient time.

 

   §17 Health insurance and antidoping

Each member federation shall ensure that their rowers have a state of health and fitness which allows them to compete at a level commensurate with the competition level.


Please be aware that several doping control tests might be conducted at the Regatta. All tests will be conducted in accordance with WADA and local antidoping agency requirements. For all information about the Anti-Doping controls and procedures, please refer to the World Anti-Doping Code and

International Standards available on the website http://www.wada-ama.org and the FISA Anti- Doping Bye-Laws. Further information is available on the FISA website http://www.worldrowing.com.

 

   §18 Liability an Safety requirements

Participants are responsible for acquiring insurance for equipment and persons. The OC shall not be held responsible for any damages in the regatta area or hotels.


It is a condition of entry that all competitors must be able to swim a minimum 300 meters in light clothing and shoes. It is also responsibility of federation to ensure that all crew members are fully briefed and competent to cope with conditions likely to be experienced on the water. It is a condition of entry that all competitors must comply with abide by the traffic rules on the water as defined in regatta OC document: “Traffic Rules for racing and traffic rules for training (or victory ceremony)

 

   §19 Social event or souvenir program

An entertainment tour is recommended to organize for all athletes on Saturday evening or some memorable souvenirs for competitors are also welcome. It is recommended to organize the separate reception for team officials on Saturday evening.

 

   §20 Fair Play

In the interest of Fair Play, we ask you to:

  • Respect the FISA Rules of Racing. “Open Baltic Cup” regatta is conducted under the supervision of the Board members.
  • Respect all participants, your opponents, and officials.
  • Not set winning at any price and to stay respectful in victory and defeat.

Also, we ask the audience, coaches, and officials to behave respectfully towards each other and the athletes.

 

   §21 Exceptional cases ?????

In exceptional cases the necessary decisions will be made by the Baltic Cup board after consultation with OC and the President of the Jury. Open Baltic Cup board shall adjudicate on all cases not covered by the racing rules, the byelaws and the present regulations, as well as on disputes which may arise during any Regatta. The decision of the of Open Baltic Cup board shall be final.

 

   § 21 Safeguarding Officers

All rowers, entourage, coaches, volunteers and staff have a right to participate and work in a non- violent, safe and respectful environment. Behavior and actions that constitute harassment and abuse shall not be tolerated. All concerns regarding harassment and abuse whilst at Open Baltic Cup regatta, please contact OC or Baltic Cup board members.
